The Livingston Parish Recreation District No. 3 (PARDS) is asking voters to renew its 15-mill property tax on the October 11 ballot, with current funding set to expire at the end of 2026.
According to a FAQ document released by the Livingston Parish Assessor's Office, PARDS has been operating below its approved 15-mill limit for the past two years, levying only 10.72 mills as property assessments increased across the district.
The renewal would generate $4.53 million annually if approved at the full 15-mill rate. For comparison, PARDS collected $3.24 million in 2025 at the current 10.72-mill rate and $2.34 million in 2016 when the current millage began.
Property owners would see varying tax impacts depending on their home values:
The assessor's office clarified that homeowners over 65 with frozen assessments would still see tax increases if the millage rate rises, since the freeze applies to property values, not tax rates.
If voters reject the renewal, PARDS will continue operating through December 31, 2026, when current funding expires. The assessor's office noted it does not maintain PARDS budget information, directing residents to contact PARDS directly or the parish council's office for budget details.
The assessor's office released the FAQ to address "several calls and questions" from residents about the upcoming vote.
Early voting starts this Saturday, September 27.
