LIVINGSTON. La. — A 35-year old man originally from El Salvador was convicted of First Degree Rape where the victim was under 13.
21st Judicial District Attorney Scott Perrilloux reports that Welner Osmanis Sura was found guilty as charged by a Livingston Parish Jury on November 7, 2025.
The investigation revealed that the sexual abuse occurred around late 2015 up until 2018 when the juvenile victim went to stay at another household. When the juvenile victim returned a year and half later, Sura was still present. Sura began saying lewd and sexually explicit things to the juvenile victim in reference to the past abuse. The victim was able to record several of these awful remarks, which were played for the jury at trial.
Deliberations took just over 30 minutes before the jury returned the unanimous verdict of Guilty of First Degree Rape Victim under 13.
Perrilloux praised the bravery and quick-thinking of the victim to record Sura’s depraved statements, which had a profound impact on the trial. The case was prosecuted by Assistant District Attorney Brett Sommer.
Sura is set for sentencing on January 20, 2026, before the Honorable Judge Charlotte Foster. He faces a mandatory sentence of life in prison.
