State Rep. Roger Wilder said several road and infrastructure projects are expected to move forward in District 71 during the 2026-27 construction cycle following a recent legislative update at the District DOTD Office in Hammond.
According to Wilder, the projects are part of the Louisiana Department of Transportation and Development’s construction program and include road resurfacing, drainage improvements, sidewalks, striping upgrades, and a long-awaited roundabout at LA 64 and LA 1019.
One of the largest projects listed is the LA 64 roundabout at LA 1019, also known locally as Magnolia Beach Road. Wilder said the project had been on the Capital Outlay list for years but had not secured funding through that process. He said the project is now fully funded through the DOTD Safety Program.
Wilder also credited Rep. Kellee Hennessy-Dickerson for advocating for the project, noting that Highway 64 is split between their legislative districts and that many of the traffic issues affect residents on the north side of the highway.
The roundabout project is in its first stage, which includes purchasing right-of-way property and moving utilities. That phase is expected to take nine to 12 months, with construction set to begin in mid-2027. Final completion is estimated for the fourth quarter of 2028.
Another project listed is a new asphalt overlay on LA 1026 between LA 16 and Forest Delatte Road, south of I-12. The roadway preservation project will stabilize the existing roadway and add a new asphalt overlay to repair deterioration, improve ride quality, and extend the life of the road.
Wilder said that the project had been scheduled for 2028 but was expedited by two years after surplus funds were identified within the Louisiana Transportation and Infrastructure Fund. Work is expected to begin in the fourth quarter of this year, with final completion estimated for September 2027.
The DOTD program also includes Phase II of Pendarvis Lane improvements in the City of Walker. The project will include roadway resurfacing and drainage upgrades intended to improve pavement conditions, stormwater drainage, safety, and long-term roadway performance. Wilder said the project is fully funded and expected to begin in the fourth quarter of this year, with completion estimated for December 2027.
In Walker, Phase 4 of the Burgess Avenue sidewalk project will add new sidewalks, curb ramps, and drainage improvements. The project aims to improve pedestrian safety and accessibility by installing continuous sidewalks and upgrading intersections to meet ADA standards. That project is fully funded and expected to begin in the first quarter of 2027, with completion estimated for December 2027.
Other projects include resurfacing a section of I-12 between the eastern Livingston Parish line and Satsuma Road. The project will add a new asphalt overlay to improve the driving surface and extend the life of the roadway. It is expected to begin in the first quarter of 2027, with completion estimated for mid-2028.
A pilot striping project is also planned for Rushing Road, Florida Boulevard, and Walker South Road. The project will install more durable, highly visible lane markings and reflectors to improve visibility, particularly at night and in wet weather. That project is expected to begin in the second quarter of 2027 and be completed in the first quarter of 2028.
DOTD also plans Phase 1 of an enhanced pavement markings project along US 190, LA 64, LA 437, and LA 1026 in Livingston and surrounding parishes. The project will add enhanced striping and reflective markers to improve lane visibility and roadway safety, especially at night and in wet conditions. It is expected to begin in the first quarter of 2027 and be completed by December 2027.
Wilder said the projects reflect collaboration among the Livingston Legislative Delegation, DOTD officials, and local elected leaders.
