Two Livingston deputies disciplined after K-9 incident, criminal review underway

LIVINGSTON PARISH — Sheriff Jason Ard confirmed that his office has completed an internal investigation into a K-9 incident that took place in the parking lot of Locals bar in the early morning hours of August 27, 2025. As a result, one deputy has been terminated and another has been demoted for policy violations, the sheriff’s office said. A criminal review, conducted jointly with the District Attorney’s Office, is also underway.

Around midnight on August 27, deputies were dispatched to the Hwy 16 and Lockhart Road area near Locals Bar & Kitchen and the Daiquiri Shop after reports of a possible medical incident. As deputies were en route, additional 911 calls reported an allegedly intoxicated adult male roaming near parking areas. These callers redirected law enforcement to the suspect, later identified as 31-year-old Carlos Jose Leon Hernandez, in the Locals parking lot.

Upon arrival, deputies attempted to assist the man, but he fled on foot. When they caught up with him, the situation turned combative, resulting in an injury to one deputy and the deployment of a K-9 unit.

Sheriff Ard acknowledged the circulating video capturing the incident, thanking concerned citizens who continue to cooperate with investigators. “We are reviewing our actions, and those of our K-9, that night to assure we are providing the service I demand & you deserve,” he said.

Deputy A was terminated for violations of policy and procedure. Deputy B was demoted. The specific policy breaches were not described in the release.

In addition to these administrative actions, the sheriff’s statement confirmed a criminal review led in coordination with the District Attorney’s Office. No criminal charges have been announced as of this update.
